Other people are thinking that Tieria made more Innovado under his direction to make sure things go smoothly while Setsuna and co. are on a roadtrip to Jupiter.
I wouldn’t put it past Ribbons to act innocent, though. As Alejandro Corner found out too late at the end of the first season, Ribbons is a magnificent actor.
Then again Innovades have a basic range of templates. And Tieria runs Veda now. Tieria could basically micromanage all those Innovades.
And Ribbons could easily hide among those Innovades. 😉

Well most of the Innovades do have another “Clone” of themselves that can have a totally different personality. What I really think is that he was just put in as an easter egg for people to talk and speculate more online.
Clearly, it’s working. 😉
maybe he accepted that his path of the future was wrong since he lost to setsuna
